Does my Filipino domestic helper need an OEC to work in Hong Kong?

What the OEC Is
The Overseas Employment Certificate (OEC) is issued by the Philippines' Department of Migrant Workers (DMW). It proves the Philippine government has authorised the worker for overseas employment, and serves as an exit clearance allowing them to board an international flight.
As an employer, you are not responsible for obtaining the OEC — your helper is. Understanding the process helps you plan around home leave and avoid your helper being stranded at the airport.
When an OEC Is Required
- First departure from the Philippines — when your helper leaves to start a new contract in Hong Kong.
- Returning after home leave — every time she goes home during the contract period and flies back.
Path A — Returning to the Same Employer (Balik Manggagawa)
The simpler route. Available when your helper is coming back to you after home leave.
- Helper logs in to the DMW Balik Manggagawa portal
- Enters flight details and answers eligibility questions
- If all answers confirm continuity with the same employer, the OEC is generated immediately
- No appointment or in-person visit needed in most cases
Path B — New Employer or First Application
- Log in to the DMW Portal and navigate to the Balik Manggagawa section
- Enter flight details and new contract information
- Book an appointment at MWO Hong Kong (if in HK) or a DMW office in the Philippines
- Attend with: appointment confirmation, authenticated contract, valid visa, passport, OWWA receipt, employer's HKID copy
- Pay the fee (HK$20 at MWO Hong Kong; PHP 100 in Philippines)
- OEC is issued — print or save the digital copy
Prerequisites
- OWWA membership must be active (2-year term). Your agency should have enrolled her at contract processing.
- PAG-IBIG number is required. She can register online via the DMW portal if she doesn't have one.
What You Can Do as Employer
- Provide a copy of the authenticated employment contract well before her home leave — she needs it for the OEC application.
- Remind her to apply for the OEC before travelling to the Philippines if using the online Balik Manggagawa route.
- Build a buffer of at least 2 weeks between her departure and expected return date in case an in-person appointment is needed.
Important Notes
- An expired or missing OEC is your helper's responsibility, but it will delay her return. Plan accordingly.
- OECs cannot be backdated or issued after the fact.
